The problem was resolved. The problem was with GUEST user.
we need to assign administrator rights to the Guest user. and as well as we need to assign the guest user to java. that we should do in D:\usr\sap\<SID>\J00\j2ee\console\guiconsole.bat file.
commands,
>provide user name and password
>add user
>group_user Guest Administrators
>exit
