if you ever created a unit of measure then you should remember if there is an indicator that could make a computer understand that a unit cannot be used for certain operations.
I know one such indicator: commercial unit. you cannot use a unit without such flag for commercial transactions like creating purchase order or sales order. But your mentioned units are all commercial units
An other way is to think logically starting with the name "handling unit", handling ... this must be something that you can handle, take, touch. can you take a drum, a sack, a container? a clear yes. Can you touch a liter? can you take a square meter? No. you can move a square meter of something, but without this "something" you cannot hold a square meter with your hands.
And the quickest way to clear all doubts is to log in to a test system and just try it.
This way you can easily know that you can do many things technically which doesn't make any sense logically.
