Materials are maintained in MRP4 as - Materials for dependent requirements are planned.
Even with non stock materials (without material codes) if you maintain Fixed vendor and while running ME57 - make sure checked Assigned Purchase requisitions selection, system showing all PR and showing all PR in ME21N (I checked in system).
